Istanbul is cheaper. That is not in dispute here, and this site does not try to argue it away.
The median advertised entry all-in package across three named Istanbul clinics is $2,720, hotel and airport transfers included. One Gangnam clinic’s statutory non-covered fee schedule prices its largest band, written as 4,500 hairs and above and equal to roughly 2,250 grafts and above, at $4,865–11,780 for surgery alone. Both were read on 2026-07-28 and converted at ECB reference rates of 2026-07-27.
What the two markets actually differ on is not only the number. It is what the number is a price for, what unit it is quoted in, and which statute governs whose hands do the work. All three are checkable, and all three are quoted below rather than characterised.

The unit is not the same unit
The Korean schedule carries a footnote on itself: its figures are stated on a hair basis, and for non-incision extraction one follicle carries an average of two hairs. That footnote is what makes the two columns above comparable at all. Korean bands count hairs. Turkish packages count grafts. A Seoul figure has to be halved before it can be set beside an Istanbul one, or an Istanbul one doubled before it is set beside a Seoul one. Get that backwards and the price gap you compute is off by a factor of two in the wrong direction. The graft versus hair guide works it through.
The unit also does something to incentives, which is worth stating plainly because it cuts both ways. Smile Hair Clinic’s own page says its fixed price applies regardless of the number of grafts transplanted, and Cosmedica’s entry package holds at one price up to 4,000 grafts. Under that structure the marginal graft costs the patient nothing, so there is no financial reason for the clinic to under-count and no financial reason for you to want fewer. Under a per-hair schedule, every additional hair is billed. Neither structure is corrupt. They just push in opposite directions, and knowing which one you are buying under tells you which questions to ask.
Both statutes, quoted
Turkey’s 2023 hair transplant regulation, published in the Official Gazette on 2023-05-06, is the first regulation anywhere written specifically for this operation. Its content is more precise than the reputation Turkey has, and more useful:
Article 9(3) reserves only the channel-opening stage of the procedure to physicians holding the hair transplant applicator certificate. Article 9(4) provides that certificated non-physician health personnel work under a physician’s supervision and responsibility. Article 9(6) provides that one physician may be responsible for up to five application rooms at once. Article 10(3) requires the patient information form to name the whole team and requires photographs before and within 72 hours after the procedure, then states that the six-month post-transplant photograph is not required for patients arriving from abroad under medical tourism.
That last clause is worth reading twice. Turkish law itself waives the six-month follow-up photograph for medical tourists specifically. It is not an allegation, it is the text of the regulation.
Korea’s instrument is shorter. Medical Service Act §27 prohibits anyone who is not a licensed medical professional from performing a medical act, and prohibits licensed professionals from acting outside their licence. Hair transplant surgery performed by a nursing assistant is treated as unlicensed practice even under physician supervision. There is no certificated middle path in Korea, because the statute does not create one.
So the difference between the two markets is a difference in law, not in local custom. Turkey regulates delegation through certificates and a stated room ratio. Korea forbids delegation. The guide on who holds the punch sets both out alongside Japan, China, Thailand and India, where the implantation step is also delegable in one form or another.
Non-shaven on both sides
Istanbul does offer non-shaven work, and any comparison claiming otherwise is wrong. Dr. Serkan Aygin publishes it at $3,000–5,500 as U-FUE or Long DHI, with a stated ceiling of 1,000–2,000 grafts. The accurate statement is that non-shaven exists in Turkey, costs more than the flat package, and caps the case size. On the Korean side this site has not measured a published non-shaven price, and says so rather than filling the cell.
The fair sentence
If certificated delegation under physician supervision is acceptable to you, Turkey is the rational price choice. That follows from the figures above, not from anything we would prefer to be true: $2,720 with a hotel included against $4,865–11,780 for surgery alone is not a close call, and the regulation that permits the delegation is a real regulation with real certificates and real penalties behind it.
What Korea sells is the other half of that sentence. Under §27 the surgeon does the extraction and the implantation, because no other arrangement is lawful. This site publishes no outcome figures for either market and will not, so the choice cannot be settled here. It can only be stated accurately, which is what the Turkey comparison page and the pricing page try to do.
