On price, Turkey wins and it is not close: a median advertised all-in package of $2,720 across three named Istanbul clinics, against $4,900–11,800 for surgery alone in Seoul. The interesting part is not the gap, it is what Turkey's own 2023 hair-transplant regulation puts in writing: only the channel-opening stage is reserved to a certified physician, one physician may be responsible for up to five simultaneous application rooms, and the six-month follow-up photograph required of domestic patients is expressly waived for patients arriving as medical tourists.
