Japan is the single Asian market where Korea is the cheaper option, and by a wide margin: a Tokyo specialist clinic operating since 1997 publishes ¥220,000 in surgery fees plus ¥990 per graft, which puts a 2,500-graft FUE session at about $16,470 against $4,900–11,800 in Seoul. We will not pretend that makes Korea the better choice. Japanese hair is the same coarse, straight, round-sectioned hair Korean surgeons work on daily, so the hair-type argument this site makes against European-tuned protocols does not apply here at all. Against Tokyo the honest axes are who actually holds the instruments, the unit the price is quoted in, what is written down about revision, and price. On the first of those the Tokyo clinic's own FAQ is unusually candid: the physician does the anaesthesia, the donor harvesting and the recipient slits, and graft dissection and implantation are done mainly by nurses following the physician's instructions. That is legal in Japan as delegated nursing assistance under the nursing statute, and precisely the split that Korea's Medical Service Act delegation ban does not allow.
